WsL RULES

Roster Size
At all points in the year, the maximum roster size is 40 players per team. Eligible players placed on the Did Not Play list do not count toward the limit of 40.

A player is deemed eligible for the Did Not Play list as follows:
 Hitters: 50 or fewer carded At Bats
 Pitchers: 3 or fewer carded starts for SP, 10 or fewer carded IP for RP

Owners may place eligible players on the Did Not Play list by notifying the commissioner. Once placed on this list, a player must remain there for the rest of the League Year. During this time, such players are ineligible to be used in any games.

Should a trade, or other player acquisition, place a team’s roster above 40 players, that owner has 48 hours to clear the necessary roster space.

Salary Cap
The base salary cap for a WsL team is $170 million. Through the acquisition of money via trades, the maximum salary cap/trade money for a team is 10% over the base cap, or $187 million.

Unused money remaining at the conclusion of each season may be applied, as follows: (1) First, to contract buyouts in future seasons, allocated among buyouts at the manager's discretion; and (2) added to the next season's cap figure, to a maximum of 10% over the base cap, or $187 million. Allocation of unused carry-over money must be made prior to the start of the WsL regular season. Otherwise, this money is lost.

If a player is cut, the owning team is responsible for paying that player’s salary for the duration of the contract. If that player is on a rookie deal, the owning team is responsible for paying the current year’s salary, but future years are voided.

League Timeline
The League Timeline starts with the Pre-Draft and continues through the end of the World Series. Season phases and target timelines are below:
 Pre-Draft: Mid-November
 Rookie Draft: Late November or early December
 Free Agency: Mid-January, generally synced up with Strat’s ratings preview
 Regular Season: Late March through Mid-October, aligned with MLB’s season
 Post Season: Mid-October through the end of the WsL World Series

Note that this is a general guideline and timelines are subject to change as circumstances dictate

Pre-Draft
During the Pre-Draft, a team’s draft picks are tradeable. Note that this is the only time of the year during which draft picks are tradeable.

During the Pre-Draft, all players on non-expiring contracts are eligible to be traded. Players with expiring contracts are eligible for Free Agency and are not eligible to be traded.

Rookie Draft
A 5-round Rookie Draft occur. During this time, trading of any sort is prohibited. Any trades agreed to in principle shall take effect and be reported and announced at the conclusion of the Rookie Draft.

Eligible players are those that made their first-ever MLB appearance (incurring at least 1 AB or at least 0.1 IP) during the just-completed MLB Season

Free Agents and previously undrafted WsL Rookies are not eligible for the Rookie Draft.

Draft order is determined based on winning percentage from the WsL season prior to the one just completed, from worst (1st pick) to best (24th pick). Any ties are broken by the winning percentage from the previous WsL season.

Drafted rookies will receive a 6-year contract as follows:
 Years 1-3: $0.6M/year
 Year 4: $0.8M
 Year 5: $1.0M
 Year 6: $3.0M


Free Agency


Free Agency eligible players will be auctioned in tiers. Eligible free agents include:
 Players whose WsL contracts have expired and were not given a Franchise Tag
 Players who ended the prior WsL season as Free Agents
 Rookie Draft eligible players who went undrafted

Franchise Tag contract amounts are determined by averaging the three-highest WsL salaries at that position during the just-completed WsL season. A team may designate a maximum of 1 player with a Franchise Tag and cannot tag the same player in consecutive years. A player with a Franchise Tag is also given a No-Trade clause.

The Franchise Tag decision deadline is prior to the start of Free Agency, with a specific deadline determined by the Commissioner.

During Free Agency, a team may only have as much in active/leading bids as they have available under their cap. Considerations for Hometown Discount and No-Trade Clauses are not deducted from a team’s total bids for this limitation.

Bids can be made from 1 through 6 years, and winning bids are based on a contract’s perceived value as follows:
Yearly $ Amount * duration-based multiplier calculated as follows:
 1-year bid: 1.00
 2-year bid: 1.75
 3-year bid: 1.92
 4-year bid: 2.08
 5-year bid: 2.25
 6-year bid: 2.42

Following the close of an auction, the winning bid may be adjusted follows:
 Reduced by 15% if the winning team owns the player’s Home Town Preference by virtue of having the player on their roster at the close of the just-completed WsL season.
 Reduced by 15% of the winning team opts to apply a No Trade Clause within 24 hours of the auction’s close. No Trade Clauses are limited to deals 4 years or longer with a winning bid amount of $10 million per season or higher.
 Note that winning bid length cannot be altered after the fact. If you want 4 years on a contract, do not bid 2 years and ask for the equivalent 4 year deal later.

Regular Season

Gameplay

Any SP with a rating of S(4) or greater must pitch at least 4 innings or give up 3 runs before he can be replaced in a game. Starting pitchers with a rating of S(1) or S(2) may be replaced at any time.

Active Rosters During the start of the regular season through August 31 on the in-game calendar, the maximum active roster size is 26. From September 1 on the in-game calendar through the end of the regular season, 28-man rosters are used.

Usage
Players are limited in usage as follows:
 For hitters, 100% of their carded At Bats. Overusage penalty: $0.1M of every At Bat over the limitation.
 For pitchers who are only used as starters during the WsL season: 100% of their carded Games Started. Overusage penalty: $0.1M for every 1.0 IP pitched in starts after the limitation runs out.
 For relief pitchers or pitchers with both starts and relief appearances: 100% of their carded Innings Pitched. Overusage penalty: $0.1M for every 1.0 IP over the limitation.

Baserunning
A base runner may not be removed from the game for a pinch runner once he has attempted to get a lead in a steal situation unless one of the following occurs:
 The base runner advances at least one base, via successful steal attempt, wild pitch, passed ball, etc.
 The opposing team manager brings in another pitcher and/or catcher
 The opposing team manager stops holding the runner on base

Relevant dates:
Newly-acquired Free Agents are ineligible to be traded until July 1.

Trading deadline is July 31.

Playoffs

Gameplay
Any SP with a rating of S(4) or greater must pitch at least 4 innings or give up 3 runs before he can be replaced in a game. Starting pitchers with a rating of S(1) or S(2) may be replaced at any time.

Eligibility
Players are eligible for the playoffs if they have a minimum of:  150 carded At Bats (100 carded At Bats for the backup catcher) OR  30 carded Innings Pitched OR  6 carded Games Started For dual-purpose players, both their pitcher and their hitter card shall be deemed eligible if one of the criteria is met

Usage

Players are limited to 1/3rd of their carded At Bats/Innings Pitched/Games Started total for the duration of the playoffs, rounded down.

Performance Bonuses
Teams are eligible to receive bonuses based on how they finish during the season. This includes $600k for the 4 top non-playoff teams, $2M for wildcard teams, $4M for division winners, $2M for league championship series winners, and $4M for World Series winners. These amounts are still subject to the $187M max cap rule.

Trade Limitations
The maximum amount of money that can be swapped in any deal is the total money on the contracts of the players involved in the deal for the current season.

There will be no trading of players to be named later or future-year draft picks.

As noted earlier, draft picks are only tradeable in the 2 weeks leading up to the Rookie Draft.

Considerations for New Owners
A new owner may remove No-Trade Clauses within 90 days of assuming ownership. If a no- trade clause is removed, the annual amount reverts to the higher amount prior to the 15% savings.
